So, during the board meeting with the Institute, when they ask you if they should make more synths, or better weapons, does the choice actually make a difference?

On one playthrough I said better weapons, but I chose the railroad ending so I don't know if that really made a difference. On my latest playthrough I said more synths.

I'm just curious if it actually makes a difference or if it's just a dialogue option.

If you pick weapons the synths get better weapons with better mods on them, if you pick production their are more synths in the world.
