Is it possible to move all the people from one settlement to another and then scrap all the resources to use on other settlements? If so, how?
Do you need to designate 1 of the people on the trade route to make sure you get all the resources?
I don't want to mess with all these little 2-3 people settlements and would rather focus on a few larger ones.

Me too. I'm even planning on not liberating most of the little settlements in my next playthrough, they are simply unmanageable. It's hard enough to keep Sanctuary tidy.

1. Move all settlers.
2. Manually scrap all items.
3. Manually transport all inventory from the workshop.
4. Ignore it being on your list.

and evidently its not possible. Just tried it with Oberland Station and get a message with both settlers that 'this person cant be moved from this settlement'....disappointment abounds.
