Hello! I've been enjoying the work of Tamriel Rebuilt these past few days, and one of it's quests has me puzzled, and I would like to ask for some help, if it's available.

In Port Telvannis I've come across a quest in which a certain enchanter is hearing a cacophony and will not interact with the player beyond shouting this at you. I've tried looking around his shop, talking to locals about it, and even hitting him with several strong Dispels; nothing has worked. To anyone who has experience with the mod give me a point in the right direction?
