It's for the Xbox One. If you bought Fallout 4 for another platform, you won't get a free copy of Fallout 3.

Additionally, it was a pre-order bonus or package deal with a new Xbox One. So if you bought Fallout 4 just now by itself, you won't get a free copy of Fallout 3.
