The silver shroud quest won't advance to the second target (drug dealer). I have already completed the big dig and have Hancock as follower. I keep listening to the radio and nothing happens and the room Kent used in the memory den is not accessible.

Another issue is with armor mods. I can remove muffled but can't install it on anything. I confirmed they are in inventory and the armor was the same type.

Lastly I am seeing the power armor hud with no helmet equipped. This does not make any sense. Furthermore I can equip a mining helmet while in power armor and it does not replace my fedora. I have both equipped.

I was able to advance the quest by killing him but no conversation option. He won't reply.
