I just got a quest to help out Ten pines bluff..and was sent to Thicket excavations, after doing the quest..the quest pointer showed me that the NPC is at Starlight Drive-in ..so I head over that way, and the NPC that gave me the quest is the Artillery operator at Starlight Drive-in... Strangest ever..Although I have seen the quest giver being the provisioner and I had to follow it on the routes it goes to...

Since I am at it...the DATA reports on the settlements are incorrect. It shows there are no beds, or defense, or food, or water, but when I fast travel there, everything is OK..no red marks in Workshop mode.
