Why is my Sanctuary Hills population stuck at 20?

I have 64 Food, 100 Water, 28 Power, 103 defense and 31 beds. What more do they want grrrrrr.

Recruitment beacon just sin't attracting new people :(

10 settlers is the base max + 1 for each CHR point. So 20 is the total settlers obtainable.

20 is max.

If you want more, use the mod http://www.nexusmods.com/fallout4/mods/828/?. It would set your charisma to 99 and then spawn settler(s).

You can also wear +CHA gear (or Chems) which will raise the max settler limit at the point when the game checks to see if more Settlers can be sent to you. I understand that if there is an Autosave, it has checked your CHA. You can safely remove the gear once extra Settlers have arrived and they will stay.

You can also Send settlers from one place to another providing there are beds available when they arrive.

Pretty sure you can have a base of 11 (10+Charisma Bobble-head), 5 from clothing (Suit +3, hat and glasses 1 a piece) and by popping chems another 10, possibly more, giving a base of 26 if you catch the check at the right time.

There is also some Legendary armour out there that will increase your charisma though you would need mods for them to work with the Suit.

Ok, my question is this then. Can you dump all your settlers into one settlement? Example: I have 2 settlements which have max settlers (20) Can I expand one of the settlements to have 40 beds, food, water. Then make everyone from the other settlement leave and go to the one that build up?

I can see eventually making a city that way, build limits being the only hold back, of course.

As long as you have enough Charisma to meet the 10+Chr. limit (you would need 30 Chr. for your 40 person settlement, for example). Otherwise all that extra stuff will count toward making your existing settlers happier (as long as your defence exceeds Food+Water+Population).

When is that check anyways? I have tried multiple times popping chems and equipping cha gear such to raise my cap then forcing an autosave like someone claimed. After four or five attempts still stuck with a cap of 22 for some reason, when I had other games with like 27 or so.

I'm not really sure when the check is done myself though I have noticed an increase in Settlement population after a fast travel, but then again this is normally having just "unlocked" a Settlement. It would be more logical that the check is done at certain game times like Midnight or Midday, or something like that. Might be an idea to dress up and pop some chems around 11pm, wait a couple hours in a chair and check, just guessing though.

Are you just relying on the recruitment beacon, or are you actively going to other settlements and sending existing settlers back there? The settlement numbers on the pip-boy display are wildly innacurate compared to the reality sometimes. I'm on PS4 with just the bugged out original code.

I keep all the beacons off except for a couple of outlying settlements I use as recruitment posts- I have a base CHR number of 21 with the bobblehead and the default 10 settlers they give you- when I go to the recruitment settlements, whatever I use to boost CHR... for example, drinking a beer gives you +1 CHR, it's instantaneous and I can send a 22nd settler to the new place. Stack on CHR boosting apparel, armor, chems, etc.... it runs the number up even higher.

My experience has been that the boost to your number is immediate.

Yes, the boost to your number is immediate but Settlers turning up at your Settlement is not. When initially setting up, say your first Settlement with a base charisma of 6 and then the 10 giving 16 you don't immediately get 16 settlers (if you do then you really are bugged :P). What you normally get in fairly short order is 2 settlers, additional ones after that. I have had instances of game weeks going by without any additional settlers coming to my base.

What we are trying to determine is the best time to loiter about in your best charisma gear and popping charisma drugs to boost your population. Your method of sending settlers from locations is a viable method if you are only wanting to grow one settlement, if you are wanting to grow multiple settlements then it's not so good although still workable. I have got to the stage where I just can't pass a Hub flower without picking it up as you can't have enough Graqe Mentats :)

Mine is stuck at 12. I have 19 at the Castle so I really don't know why Sanctuary isn't growing.

How the heck did I accidently get 30 settlers at Abernathy farm without trying? I always assumed the more food, water, beds, and defense you provide, the bigger the pop? but I guess not it seems....

Yeah- the timing of the population cap and when they actually show up are two separate issues. if you're sending people in from elsewhere on the map, go do a mission or sleep for a day or two or something. I suit the new guys up in just long johns just so I can tell they're new and unassigned when they eventually get to their new home- it can take days in-game for them to get there sometimes.

out of nowhere one day, I had 24 at Zimondja! I went there thinking it was a bug, but there they were! I had no plans on keeping them there, so I sent most away. the places I sent them never exceeded my cha limit.
