I built up the island a very long time ago, had everything set up for them.

So i done loads and loads. But i only had 8 settlers. So i rebuild the beacon, but still no one comes.

I set a beacon up at an abandon settlement. But only got 2 people.

Could my chr be too high? Or is this the end of my game. Im PS4

make sure the beacon says "on". you can also send people from some other place to there, are you talking about spactacle island? i never used that for a settlement so i'm not sure how many people show up but maybe cause its an island less people show up

I have noticed that settlements grow slowly and then have a huge growth spurt for no apparent reason. I set my settlement up and then the last thing I do is set a beacon. I also send "undesirables" to the uglier places. In the build mode, you can send settlers to any camp as long as your settler limit is not reached. You can boost your settler limit by adding to your charisma. Settle populations are set at the number of your charisma plus ten. You can boost with chems or items of armor or clothing.

Just moved settlers from other places.

I think that settler arrival may be slightly glitched. I've had times where 4-5 settlers would show up someplace in a little over an hour of real world time, I've also seen times where I'll only get 1 settler after 5+ hours of play time. I have read that it's supposed to have a set time, but mine has consistently been up and down like my description above.
