Fallout: Northwind

The setting is White Mountain National Forest in New Hampshire.

Pre-War

During the war with China, the U.S.A. started to exploit the area's timber (because screw the environment) to help with the war effort. There was at least one internment camp in the area to hold Canadian resistance fighters and sympathizers so they could provide labor alongside contractors. But, what the U.S. didn't know, was that there was a small group of the Canadian Resistance Army (C.R.A.) holed up in a bunker nearby, planning how to free the prisoners and take over the few nearby bases. Thus, when the bombs fell, the C.R.A. felt that now would be the perfect opportunity to attack. They quickly overran several bases, except for one: in this base, the army was secretly housing a small amount of F.E.V. to test in isolation. After holding off the C.R.A., the base activated an impenetrable lock-down. At the same time, a military transport plane, affected by the E.M.P. effects of the bombs, crashed in the forest, the surviving soldiers attempting to survive the Canadians and other threats, eventually making ties with nearby groups of survivors.

Now

The forest is thickly wooded, bleak, shadowed, dark, and misty. The area is home to Solomon's Safari, the only reason to venture to the area. Why? Because it offers a ludicrous amount of caps for winning a tournament, it offers bounties on animal remains and legendary named animals, it has a fighting pit, and rumors of both buried treasure and abandoned storage bunkers. The Sole Survivor arrives on a train called The Northwind, quickly becoming involved in the local conflicts and intrigues:

  1. The sealed bunker has opened again, revealing an army of Super Mutants (some even in power armor), controlled by the fused minds of the head scientist, the base commander, and the base defensive systems.
  2. From the crash-site, the soldiers splintered bitterly, forming four raider clans founded by a specific power armored soldier who passes their armor unto their descendants; (Names are tentative)
  • The Shredders - Founded in a lumber camp, its leader's armor is covered in saw blades and its members wear armor that allows them to blend into the forest.
  • The Wendigos/Berzerkers - Founded in a camp of poachers and survivalists, the soldier led them with philosophies of glorious combat. Its leader's armor is covered in animal pelts and skulls.
  • The Hands - Founded at a truck stop with stranded bikers, truckers, and junkies, the soldier led them with traditional raider philosophies. The leader's armor is covered in leather and chains.
  • The Boilers - Founded at a train station with stranded passengers and train staff, the soldier represented the only remaining law and order of the U.S.A.. Due to dwindling resources, the group eventually took to kidnapping and cannibalism. The leader's armor has a smoke stack and train whistles.

3. There also seems to be a problem with the local tribes. Until recently, they were a single tribe, but the arrival and worship of the Krivbeknih caused a split in the group. The cultists hunt down (virtually haunt) their former tribesmen and take them away into the mist shrouded woods for unknown purposes.

4. The C.R.A. - The members of the C.R.A. survived the bombs and became ghouls. From their bunker, they still attempt to reclaim Canada and overthrow their oppressors, hostile to all "invaders".

5. Solomon's Safari - Contrary to its bright and bold nature, the Safari is subject to shady dealings and intrigues. Aside from any regular secretive activities, the Safari also employs the labor of enslaved natives, creating an opposing faction dedicated to their freedom. And if slavery wasn't bad enough, they also offer bounties for the tattooed skin of the natives.

Mutated animals may include;

  1. Reaver Rats - Mutated beavers whose tails have become bone plated clubs, although superior Reaver Rats may have spikes as well.
  2. Bobcats, wolves, moose

Weapon ideas;

  1. Chainsaw weapons - Includes the Chainsaw Spear, the Heavy Chainsaw (2-4 Blades), the Chain-Axe, and Saw-Gloves.
  2. Traps - Like mines, bear traps can be laid out on the ground, causing damage and holding enemies in a similar manner to Dogmeat. Can be modded with poison or explosives?
  3. Rail Spike weapons - More rail spike rifles, also pistols, miniguns, and grenades/mines that, when they explode, propel spikes into the area.
  4. Thrown weapons - Spears and tomahawks
  5. Bow and arrow, crossbow?

I imagined the DLC would, atmospherically, be a mix of Point Lookout, Honest Hearts, and the Glowing Sea area. The Hand would also be aesthetically similar to the Forged and the Pitt.

Some points I forgot;

The train station is a result of the army needing to transport the resources they extract and the supplies/manpower they need.

There is also an observatory atop Mount Washington (the largest mountain in the North-East of the U.S.) that the military could have re-purposed for X reason(s)

A forest DLC, I love the idea, maby add a log cabin as a craftable and have a woodsman's axe, chainsaw, and a pump action hunting shotgun as the weapons (would like the whole bow and crossbow too but some people think you get enough ammo as it is without craftable ammo)

I thought about craftable ammo, I was wondering why they didn't keep exploring it after New Vegas. I didn't really use it much, but it was still interesting.

I just think you can do alot with it at a chemistry station like use Ballistic weave instead of wood to make light weight faster airows, add oil and a lighter to make fire airows, oil and fertilizer to make explosive airows and you can select which ammo to use just like a seringer rifle but people keep saying "airows aren't as good as bullets and I find alot of bullets anyways" so I don't know.

Yeah, the only benefits might be for stealth and plentiful/easily made ammo/weapons, but these get axed by silencers and already existing ammo. It'd basically end up like the pipe weapons.

Sounds like Skyrim DLC but interesting, could be some real evil in the forest, maybe a new kind of parasite affects everyone/creatures.

+1 OP to forest DLC idea. Interesting ideas.

A couple things:
Ammo workbench

Use gold/silver to craft aesthetic inlays to weapons(tied to blacksmith perk), also increases the value of the weapons.

well head crabs from half-life, those head crabs from Halo 2, Metroid from Metroid all basicly parasites mind controlling people and animals but if it's a good idea why not use it? So what if it has been done before?

A plot following the "head-crab" line of thought:

The observatory atop Mount Washington was re-purposed as an FEV testing outpost for the army. After being isolated when the bombs fell, the resident soldiers and scientists, along with their own personal conflicts, were attacked by small animals that had been exposed to leaked FEV, and eventually they were affected as well. The results formed slug-like creatures (A mix of Floaters, Centaurs, and the Think Tank) that attack and kidnap people and animals. Victims are either transformed into either the same/similar form, or an experiment of FEV, or they are converted to serve the whims of the Brain-Slugs(?). As these converts begin to venture south into Boston, the Sole Survivor ventures to New Hampshire to end the threat and aid the locals in their defense against the abominations.

But I am torn about continuing to throw a hand-wave of, "FEV did it," for everything.

ya maby somebody else like the followers of the Apocalypse did it by accident instead, FEV seems to cause everything bad that happens as it is, its like "really? Nobody else makes abominations or has any failed experiments escape? Just them?"

Like the Children of Atom are housed in an abandoned missile silo that is leaking large amounts of radiation, and they're attempting to launch a nuke Lonesome Road style or leak radiation into nearby settlements and cities like the Legion did at Camp Searchlight. Maybe have a ghoul "High Priest" or something.

Edit: Sorry, I was thinking Children of Atom.

For the Followers, maybe they're inspiring an insurrection against the BoS and provide what technology and weapons that can to natives? That seemed to be their main contrast with the BoS, the sharing of technology and no ideas of superiority.

This sounds friggen awesome! I'd buy it in a heartbeat. It'd be cool if a new weapon was placeable bear traps. Also, Canadian resistance army provisionals, or C.R.A.P for Short. Sorry I couldn't resist. ?

the followers were against you launching any missiles in New Vegas even if it was against Ceaser's leagon, I highly doubt they would be launching misiles on settlement no matter how bad the people there were or would do anything even a little moraly gray intentionally.
