Anyone else still experiencing startup crash?

Whenever I try to run fallout (on lowest settings) it gives me a black screen and crashes the game. Sometimes It will display and error message like "Display driver has stopped working and has recovered" and sometimes It automatically gives me the default "Fallout 4 has stopped working/looking for solutions." I've tried contacting Bethesda support with dxdiag but they just refer me to the forums. I've tried dang near everything to get this game running, from reinstalling to adjusting tdr delay to trying to run on different compatibility modes to adjusting 3D settings in Nvidia control panel, you name it. I hope someone on here can help me as well as others experiencing the same issue. I just cleaned, reinstalled and updated my drivers but to no avail. I also notice that in the ini. files, under Sd3DDevice it always sets itself to "Intel ® HD Graphics 4000" and i'm not sure why. My specs are:

Windows 10 OS

Nvidia GeForce GT 640 LE GPU

8 GB Ram

64 Bit OS

Intel Core i5 3210 M CPU 2.50 Ghz
