I built a small 3 floor apartment style base as well. but I put work stations on the bottom floor, used the second floor for storage and the third for living. I didn't power the storage room with much, otherwise it causes the floor to be bright in the upper floor. Right now its where I have Strong hanging out.
I have one lonely settler there and can't seem to get anyone else to move in.
It is my base of operations in my BoS play thru. Once I got 4 settlers I stored the radio beacon in the workshop. I outfitted them all in BoS gear and RP that it is another BoS outpost.
Up until now I've just been using it as a place to dump unwanted companions. Honestly, once I get the perk from people like MacReady or Danse I never want to see them again. But your post has inspired me to take another look at it. Are you able to grow much food there or does it depend on the supply chain?
Certainly room for 24 food and water, which is about all you would need.
Or, none, as long as you set up a supply line to a settlement with an excess of both.
I'm basically growing food for all of my settlements at just 3. Means I don't have to have 300 defense at every single one to reduce attacks. And there is still enough leftover to make all the Vegetable Starch I need. (There is no reason to grow anything other than mutfruit, corn, and tatos.)
What I did in my BoS base is use Mutfruit since I only had 4 people living there. The Mutfruit produces 1 food per plant as the others only produce .5. This way I can maximize my space. I used the area underneath the only building you cannot scrap.
Brilliant. My next character will do this.
ps - do you have to store the beacon? Isn't just turning it off enough to stop settlers from coming in?

To me it's the ultimate example of working with what you're given and using your limitations for inspiration.
I thought I'd love the drive-in but it's too flat and empty when you get down to it. But Hangman's alley is just fun. The whole idea of trying to build a living settlement in this narrow alleyway is a thrill.
My only complaint is that I can have free reign if I use the god-mode console command, but if I want to avoid that, I'll lose materials every time I have to scrap to redesign the place.
I was wondering if it worked that way. So I can keep it 0 water and 0 food as long as it's connected to my main supply lines (and they have excess)?
Dang I wish we had a manual concerning how Settlements worked.
I don't know to be honest, but I didn't need it anymore and I wanted to use it's 1 power requirement for a missile turret so I just stored it.
It's my favourite place to set up a base. Just be careful to come in from the river side and not open the other 2 gates. It stops spawns inside and channels everything down the corridor.
Settlements in general are still the biggest mystery. Everywhere I look, even here, I'll see contradictory information and one person swearing that something happens for them when I have personal experience saying the opposite. I'm still not even sure if there is a consensus about whether or not (non-synth) settlers can even die. I bet it will take the GECK coming out and people diving into the game mechanics to really know for sure.
Anyway, to answer your question, yes, your settlement does not have to produce any food or water as long as it's connected to a settlement with enough surplus to share. I still get the occasional complaints from settlers saying about how they're hungry or thirsty, but neither food nor water is in the red, and happiness is unaffected. It's just a dialogue bug.
Sorry but just to be more specific, would Hangman's Alley need to be connected DIRECTLY to a settlement with excess food, or just to the main supply line that all my settlements are connected through. Say it's connected directly to Oberland Station, which has no excess food or water, but Oberland Station is connected to Graygarden which has a lot of excess food and water. Would the excess in Graygarden transfer to Hangman's Alley?

That's a good question. I've seen conflicting reports here and have even had conflicting experiences myself.
On my current play through, I have the Drive In set up as a "hub" with every other settlement connected only to it. It grows no food, but I have massive surpluses from my 3 farming settlements. It has no issues with food, and neither do other non-food-growing settlements connected through it. Food seems to be shared without issue.
On my first play through, my supply lines were all over the place. I found that I was not getting my crafting supplies at Spectacle Island. They were all stored at Sanctuary, which was connected to Drive In, which was connected to the Castle, which was connected to Spectacle Island. I complained about it here once and someone said they did not have that problem.
So I'm guessing you'll be fine on food/water if it's not directly connected to a settlement with a surplus. That's what I'm getting right now with my settlement arrangement, but that unfortunately can't be guaranteed.
Thank you for your input. Would really love a manual or even an official video on settlements and how they work. But like you said maybe with the official Kit we'll get some answers.
Yeah, I've stopped making any kind of definitive statements here when it comes to Settlements. All I can offer is what I've experienced. Hopefully the GECK is released next month (that's the rumor) and people can get the facts from the game mechanics.
I've seen a few complaints about provisioners drowning on the way to Spectacle. Never been there myself, though.
I've also seen that. It doesn't seem to be from drowning though, as it does radiation from the water. I sent a generic Ghoul settler and so far, no problems. You can also send a robot from Greygarden.
