I hope someone can help me! Note possible spoilers on Butcher's Bill 2 Quest as I explain my problems so be warned.

I pickup my dead drop no problem (it is west of Atom Cats) and it tells me to go to Hardware Town to find Agent Blackbird. I clear the building (I have been here multiple times already for other quests) and follow the marker to the location. I find a master safe, a stealth boy, a duffle bag of goodies, and NO BODY. The marker tells me he should be right in that room in front of the table where the duffle bag is and I can't find him anywhere. I've run all over the building but that seems to be clearly where he is supposed to be. I have tried to restart this quest about 5-6 times and it's always the exact same problem. I've tried doing other missions in between and trying again, with no luck. I've tried going back to talk to Doctor Carrington, and clearly without the body it doesn't trigger any progress in the quest.

Anyone have any ideas???? HELP!

He was on the 2nd floor of the drug den for me, lying next to a raider using Jet.
