P.A.M. is stuck in some lockdown state and won't give me any quests despite drummer boy saying she needs to see me. Did some looking around and some think its to do with having the brotherhood quest to wipe out the railroad in your quest log which I do have. Thing is I haven't gone to Kells to get the actual mission so I'm not hostile to the railroad.

If you say maybe later to any of her missions it bugs her out and she will never be able to speak to you again, because she thinks you have the quest, but you don't, and won't talk to you until you finish it, which you can't.
