I got everything loaded and game begins to start but it lags (goes very slow). Especially at the customization part.

Post a dxdiag report, please.

Use the Search box or Run... box, type: cmd

In the command prompt, type:

dxdiag /t dxdiag.txt

Now go to the %userprofile% directory (C:\User\), find the dxdiag.txt file. Open the file. Select All. Copy and Paste its contents here in a reply. Use the spoiler tags, by either using the following:
[spoiler] dxdiag text [/spoiler]
or by clicking the icon (Special BBCode) next to Font menu, and selecting 'spoiler'.

Post a dxdiag report. I cannot begin to troubleshoot without hardware and software information.

i've also tried to go and find the dxdiag report, but it doesn't show up on the computer?? it's been a little difficult because a lot of the examples are for Windows 8 or below and I'm running Windows 10

It won't show anything in the prompt after the command is entered, but it will create the file (dxdiag.txt) in the C:\user\ directory.

I don't follow.

The reason why I stated to use spoiler tags is because I know its long.

Looks like you made a double spoiler tag. Click the Show button, and then in the large text click the Show button at the top.

I could be wrong but it looks to me like there is no discrete graphics card in your computer so you are using the Intel HD graphics build into the CPU and that is not good enough for running the game.

Looks like you only have an Intel HD integrated graphics (even though the driver isn't loaded correctly). So its below the minimum requirements for the game.

Because Dell is a bunch of idiots and don't provide Windows 10 drivers for their own laptops, here is the Intel HD graphics (2500) drivers for Windows 10, directly from Intel.

https://downloadcenter.intel.com/download/25188/Intel-HD-Graphics-Driver-for-Windows-10-64bit-3rd-Gen-BYT-

The download link is on the left hand side. I recommend downloading the exe, so all you have to do is double-click it when downloaded.

This won't allow you to run Fallout 4 well (most likely) but will make your system run better within the normal Windows environment.
