I think sometimes a settlement bugs out. I had this with Greygarden. Ended up with 32 settlers.
Didn't want to clutter up the place with more building for beds, so just deactivated the beacon and sent excess settlers to places like Sanctuary (Stuck at 10 for some reason) and a couple of other places that just didn't seem to be attracting settlers.
Are you sure that you actually have 30 settlers? Sometimes the settler count in your Pip-boy will bug out and show you as having way more settlers than you actually have. It's a big that seems to be related to fast traveling from certain points, namely Sanctuary. That aside, the settlement population system is a little glitchy in general. I've had settlements accumulate more settlers than my charisma should have allowed, and verified it by actually counting them.
Did you pop any charisma boosting chems or drink any booze while there? Artificially boosted charisma still adds to your population.
They are there. Or at least they were before I redistributed them. Standing like zombies in front of the ruined manor. I never popped as many drugs to justify that number. The highest I got was 18 - and that was an all out effort to boost charisma as high as possible, to get these Taffington settlers to Sanctuary where the bed and crop situation is much better.
Gotcha. It was just a thought. There have been times that I've had my Pip-boy tell me that I have 38 settlers at a settlement that only had like 20 settlers when I was there just a short while previously. If I go there and do a hand count, I'll only have the 20 or whatever the correct number is. I also have settlements that have somehow acquired far more settlers than my charisma should have allowed, so I don't know. The settlement population system is just somehow buggy.
More and more curious by the minute. Now I've got Greentop teeming with settlers. Had a hard time distributing them to other spots, since Greentop really can't provide for 28.
Now I'm making the rounds disabling beacons.
Sanctuary now hold 33. But that's OK. Enough food, beds and water for everyone. And I've yet to develop the Island, which is planned to become the second major hub.
I've tested, there is no evidence that fasttravel mess up the settlements status in mine game. It was one TV I forgot to turn off. I also seen some wrong status when I change armor with attribute bonus to hazmat suit or added armor with change of attribute bonus. It seems to me that settlement status works for now, but that I cannot say about settlers themselves. I have lost track of numbers how many times I had to re assign settlers to the beds in the same settlement. The assign settlers to beds should be taken away. 20 settlers and 20 beds should be enough to make them stop complaining. Settlers / companions with power armor cannot sleep in beds btw, did not work for me.

I just got 30 at 'the slog'...and it is 30, I counted them. When a raid happens, the enemy gets met by a wall of firepower, lol....
The most curious thing about it is, that all these settlements craqed by on a handfull of settlers so far. But, bang, all over sudden, the population exploded.
Now that I popped graqe mentats, downed and Ice cold Gwinnet, donned a formal hat, agathas dress and dark glasses to ship everyone to Sanctuary, I'm reaching the limits of what my system can handle. Things get choppy at times, since these settlers have a tendency to stand like zombies in one and the same spot on arrival. And with all the buildings already there, it's probably too many objects to render.

Yeah, I see weird stats in my Pip Boy all the time. 0 beds, or 0 water, all kinds of other crazy stats... then when I panic and go there, everything is fine. Got to the point where i just ignored that page in my Pip Boy. Most of the warning icons didn't mean anything at all, as far as I could tell. Occasionaly, a warning icon will mean something, but most of the time, when I would go there there would be nothing wrong. I would ask a vendor the question "Is everything OK?" And almost always they say everything is fine.
The weirdest one for me, is Sanctuary. They are always complaining about not enough beds. I have 17 settlers there and 47 beds. I am done making beds for them. I went around at night and they were all sleeping somewhere, so I don't know what their problem is....
To OP: I have never had more than 18 or so settlers 10+my char at the time. That's a strange one!
