You can buy a shipment of copper from some vendors.

Also many junk items contain copper.

You collect them and store them in the workshop where they will be broken down when required.

Some items that contain copper are fuses, light bulbs, hot plates, cooking pots, bedside lamps and so on.

You don't need wire persay, you just need the materials for it. It's not something you craft then use, you just mouse over something that uses it and an option for it pops up. You can then attach it to something else by walking over and hitting the same button. Getting the scrapper perk is useful for getting copper. You can also use the highlight feature to specifically look for things with copper.

What I wonder about is, Why can't we scrap any of the power lines still dangling all over our settlements? Miles of pure copper to be had, right there for the taking.

if you have the perks for it pipe rifles yield copper. the wasteland magazine that increases meat drops doubles enemy guns instead so you can get a ton from a super mutant camp.

Join the hoarders' club, and collect junk.

When you go to a trader, you can see what the stuff breaks down to when scrapped, so you can buy things that contain copper.

Now, Quest say come back to Preston Grey and talk to him. But he does not want to talk to me! Pressing talk does not do anything; just beeps in negative way.

You can buy a shipment of copper from the robot in Goodneighbor and from Arturo in Diamond City.

Also if you go into your pipboy you can switch to component view and for copper choose 'Tag' for search' and it will put a little magnifying glass next to it. When you barter with a vendor items with copper will have a magnifying glass next to them. If you choose the perk called Scrapper with two stars then as you walk around in the game things that you have marked as 'Tag for search' in your pipboy will appear green and if whatever is on your loading screen has something that has been 'Tag for search' then it will be green too.

Are you in workshop mode when you try to talk to him? If you are, then you shouldn't be.
