I'm not 100% sure that you have to do Vault 75 first - it seems like on my first playthrough I saw it rocket over head while I was just passing the Galleria on my way ~toward~ the Vault 75 area. You may just have to roam around and hit some trigger points to spur it to appear?

I was at the Drive-in just doing some Settlement BS when it went over head. I have a feeling it is just a random event. If so you are just very unlucky. Do not be to concerned you really are not missing much.

As far as I can tell the event is completely random. For me it had always happened around lvl 20 no matter what I have done in the game and always before I ever stepped foot near Vault 75.

its very random and I don't think it matters where you are or even your character lv.

my first two characters encountered it early in the game. my third character is lv 35 and either it crashed and I didn't hear it, or it hasn't crashed yet.

Seems to be true. OP, do you much fast travel? It happens around level 20, while you are running around. There are set places, where this happens, but there are many. From my experience, start at Oberland station and run northward, over the red bridge, passing the robot settlement, toward the Diner and continue toward Red Rocket. It happened twice (in two games) while I was somewhere south from the Diner.

^^this^^

I saw it crash around level 12-15, the first time I went near Oberland Station (near crash site).

I saw flames near Oberland and investigated. Saw a crashed jet or something. Followed the blue blood trail to a building, but that was it. Didn't actually see the crash or pilot, so I moved on.

As wiki says, you need to be atleast lvl 20 and be a certain distance away from the crash site to make it happens. You can also activate the relay tower 1DL-109 and listen to "rabble rabble" radio channel :-)

Similar for me. Both times I had this happen after I fast travelled to the Cambridge Police Station around level 20.

Uhhmmm.... I've only experienced the crash once, and that time I don't hink I was anywhere near Oberland, though I wouldn't swear to it. Anyway, I also followed the trail but into a cave rather than a building.

On this playthrough, it's a bit different. I'd just left Hallucogen, when I heard the thing pass over, but I didn't see it... and the result is that I have no idea where it may be, or what direction to search.

During my three playthroughs it has always happened almost immediately after reaching Lvl 20 at three different outdoor locations.

Oddly enough, after I wrote my post, decided to hit up the wiki page and discovered that 1) there's a cave where the alien can be found and 2) once you hear (because it's hard to witness) the crash, it's always near Oberland.

The page states the player must be away from the crash site, level 20+, and should listen rather than watch for the crash.

Oooh, just in the nick of time with my new character. :)

The UFO will always fly overhead on the first exterior cell entered after a character reaches Level 20, For Me this has always happened after Fast Travel or exiting an Interior Cell.

The Wreckage Site will always be near Oberland Station and Beantown Brewery.

The Zetan Pilot should always be in the Cave after the flyover happens.

In my first game I got it while following Danse from Cambridge Police Station to Arcjet. Second time I got it (another game) when I fast traveled to Starlight Drive-In and Nick Valentine looks up at the sky and makes some comment as some jet engine roars overhead.

Happened with me while in the middle of Cambridge in some park. Coincidentally, I was standing next to some playground that had a play UFO in it for kids to climb on. I had thought that had something to do with triggering it at the time, but now I do not know.

Still, what a coincidence!

I heard something at Sanctuary while doing construction stuff, so couldn't even look up (good game design there guys, no GOTY for you...), and Piper "Says, I wonder if they need help, we should go and look", or similar. So, basically, in my playthrough, it was a wasted event...didn't even know what she was talking about.
