Unplayable on AMD but FPS not dropping

Hi All,

I have been working with Bethesda Tech support but they could not solve the issue and recommended I post to the forums. I have Fallout 4 on PC and it has gotten to the point that it is unplayable. The game will run normal for about 10 seconds then freeze frame for about a second at a time a few times over a ten second period. It will then work ok for about 15 -20 seconds then repeat. The strange thing is I have FRAPS running and the FPS stays relatively stable during this 35-50 fps but the game is freezing up.

I took a youtube video of it since its a bit hard to describe but I can’t link to it here. Here is the video ID that you can paste at the end of the youtube URL that should take you to it if anyone would like to have a look:

My drivers are up to date. I have all settings on low, God rays off, view distance low, windowed mode etc. I’ve tried editing the INI file and nothing has helped. Has anyone had similar issues on an AMD card?

My computer meets most the recommended specs and all the min so i should be able to run this game just fine on low.

Thanks for any suggestions!
