According to a military archive in the pentagon in fallout 3, molerats were creatures engineered before the war (like deathclaws). They were made as a creature to release in china that could breed like crazy, and tunnel through almost anything and thus undermine their entire infrastructure.

I'm honestly astonished that anybody didn't know this.
