I guess my question is does that mean there's a kidnapping or like quest in the area, or just something settlers say randomly for now reason.

lol, I saw that, back on topic, ya some missions are bugged for settlements, it tells me to talk to a settler about nearby ghouls and all he says is "take what you need"

I think it is due to some kind of lag, or something. I get the same thing from time to time.

The whole settlement system is still in the Beta stage, as far as I am concerned. The Pip Boy info screens that you use to check up on your settlements almost always report weird stuff that isn't accurate. I see that a settlement is unhappy because they have 0 beds!!! I think "what happened to the beds!" Then I go there and the beds are fine, every body is fine. Workshop mode shows all the beds are A-OK.

I just ignore most of the Settlement stuff that doesn't seem to make sense. On my Lvl 74 game, Sanctuary people are always complaining about the lack of beds. I have 47 beds for 17 people. I think that should do it.
