So I used to be able to carry 300 and filled the strength perk to 10. Now it says 290 wit Strength ( - ) 9. Why? I can't figure it out. I don't feel I changed anything. Google was of no help ad with searching here. Glitch?

Do you have a chem addiction or something?

That means there's a temporary strength penalty in play, check for the chem addictions Morchai mentioned , along with any other chem effects.

Addiction! See a doc or drink some Addictol and you should be fine.
