TES, FO, Deux_ex, Witcher and Dragon Age are games I have played most. TES and FO are the games with most "bugs", but that can have something to do that other games are pretty much very linear. You need to do what you have been told from game engine. But still, there are some issues in FO 4 that could be fixed before it reach customers. Modders community is huge, Nexus that is. We have graphic modifications by Sweet_fx/shader and EnB. For those on console, they cannot run these. Bethesda need to fix these by official patches, unless Sony and Microsoft allowe user made mods on their consoles. Excellent ideas, but badly executed as one poster said about some of the features in the game.
The settlements do have some issues, when they reset (pip-boy will give wrong status), some NPC may dissapear (not settlers, but named characters). Attackers spawns in the middle of the settlements, some attacks never been warned, impossible to get 100% happyness, be able to do more editing, TV and jukeboxes may cause failure, caravans spawns inside the houses or even on roofs to name some of examples. There are radiant quests impossible to do, because you already "clean the house" by doing quests for other factions. Some named traders/NPC cannot be hired. It's better in mine opinion to leave out some of the features and add these later (as dlc) when they have been tested properly rather than add something that may not work. FO 4 is the most stable and less bugfree game compare to TES and other FO and I enjoy the game very much. Lvl 111, 634 hours and still continue. To get all perks will probably take more than few months, but I stil have that goal.
I may add, TES and FOs have alot more features (addons etc - whatever I call them) compare to other games, so it is very hard to release something that is flawless. Some game failure also cause by our own consoles or computers. We need to meet minimum requirements of hardware and software, if not we going to get problems of running these games.
Cheers,
