I seem to be short some Minute Men hats. I need 4 in total. I am only seeing one. I have been playing for a while so it could be roaming around somewhere, but right now all I see is just the one hat. Where or how do I get more?

If you don't concern yourself with ethics, you can use the flare gun to call nearby minute men to help you in battle, against some tough enemies...


And then you can loot the hats off their fallen comerades.

Some traders sell them. Specifically, if you set up a clothing shop, you can buy them off that...their mix is a bit random, so keep popping back to the shop till you find them.

My lv.3 clothing vendors sell 'em, try building one.

I think the Quincy Ruins has at least one lying around. Perhaps some in the Super Duper Mart but I'm not exactly sure.

If you want a consistent source of the hats or other Minutemen apparel, you could always set up a clothing store in a settlement.

My clothing vendor at Starlight sells one hat and two Minuteman outfits every day....both when she was Level 1 and after I upgraded her shop to Level 3.
