Yeah, a very underwhelming perk in my opinion.
Honestly, I think Bethesda made most of the level 10 perks overly weak or situational so that they aren't overpowered or unbalanced, but in reality it just discourages ever getting any of them.

what makes it utterly useless is the fact it expires.
and even if you pacify a non-hostile creature, like a brahmin so it'll follow to your settlement, it'll turn hostile when it expires. it's just stupid. definitely gonna mod this.
this perk is awesome only if you find a sentry bot. because he's a damn good help in fights.
oh, and i use the turn C.L.E.O off so i can rob her shop.
but i agree, this perk is pretty much useless. not many robots worthy the time to hack.
the usefulness i found is hacking a protectron, command him to move into the house with a bunch of raiders, and on it's way there, i hack it again and select self-destruct. you got to get the distance right, cause the SD starts right away. can not count the number of times i have wiped out a bunch of raiders with a suicide bomber!! LOL, FO4 terrorism!!
Oh dang. A sentry bot walking the perimeter would be insane... but then if you miss or are late for an attack, the sentry bot will be a pile of junk like every turette and water purifier anyway. Now a sentry bot as a companion would be fun.
Yep, TheTalkieToaster also made the RobCo Certified mod for Fallout 3 and New Vegas, which was awesome. My Energy Weapons/Science specialist char used it to create robot bodyguards. Can't wait for him to make RobCo Certified for Fallout 4.
