There are a few different types of military clothes.
ballistic weave does not add any special increases just DR and ER
the "special effect" is what ever the clothes have
eg military fatigues +2 AGI, army fatigues +1STR +!AGI, red dress +2CHA
so if you applied ballistic weave mkV to army fatigues you would end up with 110DR (ballistic weave) 110ER (ballistic weave) +1STR (army fatigues) +1AGI (army fatigues)

Finally got this stuff and have to say: this is borked.
Been wearing a legendary combat helmet that gives +1 INT/CHA for a long time. I call it "Artemis Sinatra Helmet" (all my main armor is named "Artemis . . . this and Artemis . . . that")
I got it tricked out as "Shadowed" and it gives like . . . BR: 13 and ER 13. Cool enough.
So I get this ballistic weave thing and add it to a "Military Fatigues." I figure go for broke cause I'm level 70 and have everything to maximum perkage necessary, so Ballistic Weave Mk V . . . BR: 110 and ER 110 (or thereabouts!)! Whoa!
You telling me that a garment (made of fabric) that has this "ballistic weave" "added" to it, can absorb about the same Ballistic and Energy damage as a full set of Combat Armor!? But it gets even better . . .
Trilby Hat, and "Summer Shorts" my character always wears for trading and schmoozing. I perk them up with "Ballistic Weave Mk V."
I now have a casual beach dork out fit that can absorb MORE ballistic and energy damage than my full set of standard Heavy Polymer Combat Armor, or my set of "legendary SPECIAL boosting, random armor pieces" on top of either the souped-up Vault Suit or the Ballistic Weaved Military Fatigues . . .
There ARE tradeoffs here, the Ballistic Weave Mk 5 "Summer Shorts + Trilby Hat" are not "hands-down" better. But the tradeoffs seem a bit . . . strange to say the least:
1. My standard set before I got the Ballistic Weave "perk" or whatever it is:
Vault Suit (w/ max mods): B 0; E 20; R 25; W (wght) 2.2.
Sinatra Helm (shadowed combat armor): B 13; E 13; R 0; W 5.
AP+ Shadowed BioCommMesh Cuirass: B 29; E 29; R 0; W 14.8.
"Chameleon" Polished Metal R Arm: B 15; E 9; R 10; W 8.2.
"Protector" Leather L Arm: B 11; E 17; R 0; W 4.4.
AP+ Shadow UltraLight Right Leg: B 11; E 11; R 0; W 1.2.
Speed+10% Shadow Ultralight Left Leg: B 11; E 11; R 0; W 1.2.
Totals:
BR: 96
ER: 110
RR: 35
W: 36
AP+ (?? doesn't say how much)
Speed +10%
Protection against humans +15%
Chems last 50% longer (thanks to BioCommMesh on the cuirass)

2. Everything the same, except replace the Vault Suit with the "Ballistic Weave Mk 5 Military Fatigues:

So ballistic and energy resists more or less double, Rad resist goes down by about 2/3 weight goes up by less than 5% and two more SPECIAL get boosted +1. The difference between RR of 37 and RR of 10 is honestly negligible so this is clearly hands down better than with the Vault Suit. No surprise right? But now check this out:
3. "Ballistic Dork Outfit"
Armored Summer Shorts CHA +2: B 110; E 110; R ;0 W 2.
Armored Trilby Hat CHA +1: B 110; E 110; R ;0 W 2.
Add some "Black Rim Glasses" to the above and you get a total of CHA +4 for virtually nil weight.
BR: 220
ER: 220
RR: 0
W: 2.5
CHA +3 (or +4 with the spectacle)
So, my Ballilstic Dork outfit has even BETTER ballistic and energy resistance than a full set of light legendary armor pieces on top of armored military fatigues AND weights less than 7% as much, though it does suffer from zero Rad Resist and of course the lack of the various bonuses to AP, speed, protection, etc.
Does this seem a bit "off" to anyone else?
Even better, put it on Reginald's Suit for +3 CHA, along with a Trilby and Black Rimmed Glasses for a total of +5 CHA and 220 BR/ER.

I think the idea is to allow end game players to wander around in cool looking costumes rather than armor.

Sadly, this game doesn't have Champions Online's character creation system, so I just can't recreate ol' Alkie The Angry Drunken Clown in the post apocalyptic Boston wasteland.

You can put on full combat armour except helmet + 2 bllistic weave items.
Exactly my point! An "armored" Trilby Hat provides better ballistic and energy protection than a "COMBAT HELMET" (about 88% better depending on the helmet in question).
That makes even less sense than a "syringe that heals broken bones"
