My wife(PS4) and I(PC) don't have any problems so it's not a universal issue and it might not get fixed. I'm just saying don't let that stop you from playing the game and besides why else would there be settings on a TV in the first place? So you can adjust an otherwise nonadjustable source. Don't let it whip ya.
You say turning down the brightness on the TV isn't enough, it could well be that simple 'brightness' isn't the issue, it's hard to tell without seeing what it looks like for you. Some people cannot tell the difference between brightness and contrast (I am in NO WAY saying that you are one of them )
Game was way too bright for me as well, everything looked off. Made a new custom setting, made the game look much better.
It is a bit weird that there is no gamma adjustment setting In Game. On the bright (or rather darker side) the new setting I made works great for games that are meant to be a bit darker.
It's also not so bad to get into the custom settings of your tv/monitor. I learned a bunch of stuff by messing with my monitor to get Fallout 4 to look just right. Really brings out the new fancy lighting system.
