Ok I agree it does need to fixed but calling it gamebreaking bug is not true. Gamebreaking would prevent you from progressing the story at that point of completing it, getting a godlike perk doesn't break the game in the sense that its unplayable. Some people enjoy being able to go around and kill what they want without being limited.
This is a bug that needs to be fixed but it doesn't break your game because you are able to still play the game with the perk or without the perk.
Bethesda is probably going to fix it but they are probably trying to get all the other bugs too in the next patch and it would seem the patches they official release will make it over to consoles shortly after PC. I have heard stories that the QA process to get it approved on consoles can be a pain so they probably want to fix a group of bugs instead of just one.
