Do you get the mods off of weapons you scrap? Or do you need to replace what you want first? I hate the idea of wasting adhesive to make a sight just to remove a better one from an item I found.

If you have the scrappers perk you'll usually gain the items from modded weapons needed to create those mods.
This, scrapping moded weapons give you more parts.
You will need to create the basic part if you want to combine mods,
benefit is that you can combine stuff you can not make yourself like putting an 6 crank receiver on an legendary laser musket.
Once you have the scrapper perks for it, scrap anything you loot with a long modded description on it instead of selling it. The junk list from a heavily modded weapon, especially scoped energy weapons, is very impressive.
I only remove the mod if it is something I probably want to use in the future whether for myself or my companion / settlers. For the moment I only use projectile weapons because I don't like it when energy weapons create ash piles / goo puddles.
Mods I tend to remove from weapons that will be scraqed or sold:
- Night-vision / Recon scopes
- Long Finned / Ported Barrels
- Quick Eject Drum Mag
- Marksman / Recoil Compensating Stock
- Muzzle Break / Suppressor
