Bad FPS and performance on a relatively good PC build

An old Fallout fan here. Although I am not a gamer in the strict sense of the word, I greatly respect this game due to its artistic touch and sublime critic of society ^^



With that said, i seem to can't get my Fallout working properly. I got consistent FPS drops in every scene with lots of objects, fog, actors, or when in fight. I tried many mods from the Nexus community (ENB booster, texture optimizations, configurations, fog removers etc) but no matter what i try my game runs very bad. I can only get stable FPS (60) in open areas, while in the city, near buildings and such my FPS would drop down to 20-25 and. Oh I am having stuttering also. It really doesn't matter if i play on low, medium or high preferences, the drops are consistent.



Could please someone with technical know-how review my dxdiag (posted in the spoilers) and let me know if it's something related to my hardware/software related? Thank you in advance! :)

yes I tried with the borderless windowed option but it causes some nasty screen tearing and performance gets even worse.

Regarding the lower resolution, I also tried that but some strange thing happens when i lower it from 1920x1080 to 1600x900; on the lower resolution, the game limits my FPS to 30 (yes, 30) although it runs at 60FPS on the 1920x1080. I still haven't figured out why this happens :-/

Your monitor/TV is changing the refresh rate to 30hz for that resolution.

It doesn't do that in other games. For example I can play CSGO on lower resolution at 120/144 FPS with no problem.

Somehow I have managed to get 60Hz on 1600x900. The lag and FPS drops in game are exactly the same as on 1920x1080.

General there is nothing wrong with your gamingPC this problem is in the game. It is not optimized very well in the downtown areas also fog, shadows, & godrays seem to be big hitters.


I have also tried all the mods and tweeks you have listed with little effect.


Lowering the game setting only helps marginally for the frame rate and of course the game looks like [censored] when you do.


The console players have it even worse with average FPS in the 15-20 range and seeing 30 only when nothing is happening in the woods.


When the geck comes out I don't know if modders will be able to fix this I hope so.



A launcher mod I found very useful to help me get my frame rate some what under control. Mostly 60fps with short dips to 45 at worse is this one.

Partical count, grids to load, and grass density seem to have a major effect in my game. Adjusting(lowering) these see to really help my FR without bleaching out the game.

Well then there is nothing else to do but to keep our fingers crossed that the developers or modding community will make this game more enjoyable for all of us. It would be a waste for this game to get underplayed due to the bad optimization :-/

Hi General,
Your rig is AMD, which means high power-consumption and lots of heat.
This game is extremely CPU-intensive and will use more than four cores, so your eight cores are nice.
Your 8GB memory is marginal, should be okay, but without 'clean' boot how many free GB are available to the game? Only ~6GB?
And your Asus Xonar audio (with its non-WHQL drivers from 2013) is unusual!
Also, your harddisks are all full-full-full...
Hopefully you have a D:\STEAM or E:\STEAM drive with 10-15%+ free space (and your game is not installed on C:\ at all).

I know how to get you a solid 60 FPS at all times, and you'll enjoy the buttery-smooth fast, fluid gameplay a lot!
First, your Windows needs to be tuned up.
Fresh-boot to a clean desktop. Right-click on the desktop, select 'Personalize' and select Windows Classic Theme.
Then, go to your AMD Control Panel (they don't call it CCC any more, I think) but same thing.
From the master setting, select High Performance. We want to preset the master global setting to all High Performance presets and optimizations for each individual setting, and this master setting is a great starting place (time-saver).
You may wish to Apply the high performance setting, close the AMD panel, and reboot the PC. But before you do, go to Start > All Programs > Startup and make sure it is EMPTY.
Then (again, knowing a reboot is coming) open Windows Explorer to My Computer and identify your Windows partition, typically C:\, right-click on it, Properties > Tools > Check drive for errors. Check now! It will tell you it must reboot...

Re: CCleaner by a company called "Piriform" - this is an excellent tool. (They also make "Defraggler" which is fantastic.)
The previous Disk-check at reboot might take like a half-hour. Run CCleaner first, which will remove a ~GB of trash, crap and temp files etc. if you have not been running it already...
The latest version of CCleaner unfortunately wants to install a resident monitor, which runs in the background to monitor crap buildup. We no want!
You want NOTHING like this running in the background while playing the game! So disable the CCleaner monitor (and anything else that runs when you power up your Windows rig).
Things like Adobe, Flash, Messenger, Apple, RealPlayer, firewall, A/V or 'security suite' - these things all want to run all the time. Remove them from startup.
CCleaner will speed up the Diskcheck process (as I said, if it hasn't been run recently) so you may wish to run it before the Diskcheck reboot.

Anyway, eventually your post-Diskcheck reboot will occur.
Go to your Windows Power Settings (on Control Panel) and make sure "Power Saver" is NOT selected.
"Balanced" is okay. "High Performance" is better, if you have good cooling and no heat issues.
Run a Spyware/Malware scan too, something like Malware Bytes - a great (free) program, but its latest version also unfortunately wants to run a resident monitor (which we don't desire) so make sure to disable that.

At some point after all your scanning and cleaning you're going to want to Defrag! Definitely your C:\ (Windows) drive, but also the \Steam drive where the games are all installed...
"Defraggler" by Piriform is excellent (and offers a 'Quick Defrag' mode the utility built into Windows does not) but whatever; you need to Defrag.

Re: AMD (Radeon) Control Panel
Each individual setting should be configured for Maximum Performance. Anti-Alisaing settings should be 'disabled' and texture qualities set to Maximum Performance (which will enable all texture optimizations).
Re: V-Sync
This can be a complicated issue! Especially since you do not have the excellent "nVidia Variable V-Sync" unfortunately...
Turn V-Sync off from within AMD (Radeon) Control Panel for now, and we'll let Fallout4 clamp your frames at 60 FPS (its default).
All this stuff - and we don't even have Steam running yet! Let alone the game, heheh...

Re-boot your fresh/clean/configured/defragged rig and start Steam. With Steam displaying the Library tab (not the Store), close it, but it should be seen to still be present of course on your taskbar.
Starting Fallout4, enter the Video Options from the main splash screen and diasable all AA! No AntiAliasing at all (for now).
Select "medium" preset (for now) or even "high" - but NOT "ultra".
I believe your rig should run 1920 x 1080 at "high" okay without any AA, or pick "medium" (for now) just to be certain.
Run the game on modest setting with no AA and enjoy the new fast, fluid high framerate!
The idea is, the game stops framerates above 60 FPS - your job is to stop frames BELOW 60 FPS.
Then you will have a steady 60 FPS at all times (nirvana)!

Once you have your solid 60 FPS at all times - which was simple and straightforward on my rig - you can then contemplate higher settings AS LONG AS THEY DON'T REDUCE YOUR 60FPS!
People will say they have everything maxed and are happy with their 30 or 40 FPS but this is wrong-thinking. The objective of all PC players is 60FPS (minimum)!
It is the secret to full enjoyment of the game.
It's an old story - Skyrim, New Vegas, Fallout3, even Oblivion - people piling on the eye-candy, more, more eye-candy, when they have NO BUSINESS doing so.
Their tired old wimpy rigs (in desperate need of maintenance?) can already not maintain 60FPS. So STOP with the eye-candy already!
Because it's not like you're looking over somebody's shoulder. You want to actually PLAY the game, right?
It needs to play properly! Which means 60FPS on PC. Settle for no less (and the game will look just fine).

Then, in adverse situations - a big framerate challenge, where you're getting slowdowns - your frames might go down below 60, but not too much.
50 or something is okay, or even 40 - but only temporarily, at certain times, rare moments!
You don't want to play the whole game at 40FPS with drops (minimums) into the twenties or teens...
Which seems to be your exact problem?

I have found AA to be a key. Turning it off will get you another ~10FPS (which most players desperately require).
Unfortunately, the game launcher will try to even reduce your native rez - the default of your monitor, 1920 x 1080 - before it will let go of its beloved AA.
I for one do not wish to play at 1280 x 720 with all kinds of AA...
Give me 1920 x 1080 but no AA any day!
Anyway, whatever bro. WHATEVER you need to do to keeps your frames high - and 40 or 50 FPS is just not quite enough.
Hopefully I have been helpful, both to you, and maybe some others who may read this...
But the topic of Performance is vast and complex, and subtle issues can cause great disturbances.

Bottom line:
If you want to plug in the game and have it just "work" - you'll need an Xbox or a PlayStation for that, LoL.
PC players need 60FPS. All other considerations are secondary...

I can help ! I had the same fps drops frame lag , skips , I unparked my cpu cores with unpark cpu app ( google it) made a difence , there is a simple fix called " fallout 4 shadow bost" on nexus.com it ajusts the retadedly unoptimzed to far shadow distance and ajusts the shadows to your fps if your geting around 25 fps in a cities it ajusts it and it gave me above 68 fps , read the text file it comes with . I'm on a intel 2700k cpu @ 5.1 ghz ht off and 2 rog gtx 780tis sli and had mega issues now I'm. Running all ultra 1440p with low sunrays and the shadow boost with hbao on runs like a dream , send me a pm if u need further tweaking done

Ps. Down load fallout configuration tool it's let you mega tweak evrything
