The first time I played this quest, I honestly expected to be able to intimidate Bull and his cronies into handing over the Bobrov brother. But as soon as I entered the Beantown Brewery, it just became another raider shootout.

Oh well, so much for being reasonable, I guess.

Well Bull and his men are literally raiders. They aren't reasonable people, no raider is. They aren't just loud mouth punks, they are legit raiders.

But I thought raiders were supposed to be smart and not suicidal?

At least Fiends in NV were hooked on chems, so there was a reason why they behaved like that, and even then, they didn't shoot on sight in Vault 3. And Skyrim bandits give you some warning to back off.

And they're drunks. I found several mentions from other raiders mentioning the gang in beantown brewery are filled with drunks who will do anything to get food, even kidnapping the sister of another gang's leader.

Wow, if they're willing to do that, then no wonder they keep fighting when they lost function to their legs...

Raiders attack with weapons and ghouls use melee, other than that they are essentially the same type of enemy. There's no AI involved here. They are just there to be something else that is trying to kill you.

But it is a bit grating to see a raider being unable to move and still having the audacity to try and shoot me in the face.

Anyway, it would be interesting to see how they behave if both their arms and legs are crippled.
