"Someone's been murdered!" everywhere

Howdy. This is my third time around with Oblivion, always extensively modded. First time I've run into this particular problem.



About the time I got to Kvatch (or maybe on the road to Kvatch), EVERYONE started freaking out about "someone's been murdered". They yell and run around, but never find anything, and eventually stop and wander back to where they're supposed to be - then do it again a couple of minutes later. I closed the Oblivion gate, did the siege of Kvatch quest despite the guards acting crazy, and thought maybe once I left Kvatch it would stop, but it was still happening at Cloud Ruler Temple, even (fast traveled to Weynon Priory and Cloud Ruler specifically to test it).



I've successfully used most of these mods in the past, but it's the first time I've used Frans and the "extra people" mods (Immersive Travelers, kuertee's Wandering Encounters, Friendly Fire for Frans - and some others, but those are the ones that seem most likely to be relevant). I'm also running the Steam version for the first time, and some of the DLC (previously had GOTY edition with Shivering Isles and Knights of the Nine).

Can't see anything obvious from those I know, except that Reneer's Guard Overhaul has been blamed for many things in the past. I found I had a more stable game after removing it, but I've never seen the exact behaviour you're describing. Or maybe some of those additional Frans' files? (I use FCOM so have very few Frans esps.)

RGO was my first suspect, too. I tried disabling it, but even after waiting for a day, everyone was still going crazy. So either it's not the culprit, or whatever's wrong can't be undone just by removing the mod.



Added: for what it's worth, I don't have any murders or any bounty.



Have also tried uninstalling Frans, and the people mods, without any effect. Removing all mods fixes it, so it's in there somewhere...

I think it has turned out to be Fresh Kills Alert the NPCs, which makes sense. Just hadn't seen that behavior before. No big loss there.

Gosh, should have noticed that. Worth knowing, that, might have installed it myself. Perhaps its timer's broken, got a bad definition of 'fresh'.

Or maybe a range thing; it could be interacting poorly with the population mods. In any case, the NPCs are behaving much better without it.



The other two Duke Patrick's mods that I use, Near Miss Magic and Actors Can Miss Now, are fantastic. I highly recommend them.
