I started Skyrim anew when Nexus Mod Manager was in 0.50.3 and I never updated it after getting my mods, and to order the mods I used LOOT 0.5.0

The issue I now have is that Skald, the Jarl of Dawnstar does not give me the option to become Thane nor to buy a plot of land. My current situation is that I have done the Civil War quests in favor of the Stormcloaks so I am stuck with Skald as my Jarl and in the "The Pale Favor Quests" section of this list...

I have finished every single quest except Aeri's quest to chop wood and Beitild's quest to mine ore (it would seem Beitild is dead but I did not kill her myself) and I have also finished Waking Nightmare and Pieces of the Past. I am uncertain if I ever did the Kill the Giant quest for Skald but he does not give it to me (his only dialogue options being "How is Dawnstar faring in the war?" and "Is Dawnstar prepared for dragon attacks?") and I have heard it is possible that this quest will bug out if you get a similar quest from another NPC to kill a giant in the locations the giant from the Jarl's quest can spawn in, and I have done a fair number of giant killing radiant quests and can't remember at all if I did one nearby or not.
So by all means I should have done enough quests and be high level enough to get the Thane of the Pale quest but the Jarl is simply not giving it to me so this quest must be bugged. Does anyone here have a solution for me?
