You can use a hidden perk and the entry point "adjust earned skill points." Use the Set command to set a particular number: this will override the normal gained skill amount. Use ten of these entry points in that perk and have each check for a specific Intelligence value.
Things get more complicated if you want to incorporate the Educated Perk: you'd have to make more entries, but it should be doable.
