No, but you can place it in the same settlement again without any extra cost. It's not ~physically~ stored in the Workbench, it's just ~available~ for free if you "store" it. But only at THAT settlement.
Just to clarify, this is if you STORE the store (or crafting station or wall segment or chair or whatever). If you ~scrap~ it (if you even CAN) then you would get the components back --- not sure about the money in that case, though.
Once settlement item stored back in workshop, youre not charge again. Same goes for turrets etc, you don't need to spend metals again.

If its stored in the workshop it is not scrapped, its a built piece sitting in your workshop. The only way to get some stuff back from it is scrapping it.
I have stored 3 shops that I built in the workshop. Now that I have enough settlers to assign to the shops I want to place them from the workshop. The question is will I have to pay
the cap charge again to rebuild.
