I dismissed Piper for Strong and wanted her back so I went to recruit her again to find out she never reached The Slog (where I sent her). So I look up only possible locations and I have tried Sanctuary bed, her old house, Nick Valentines place, Trinity Tower. So I read that she goes to the mayors door for "In Seeps Clothing", except, it isn't Piper at the door. It's a Diamond City guard. I have tried looking for her and I don't want to finish the game or do any other quest without her. I may have sent her to Jamaica Plains due to the fact that it says that there are 5 settlers, but only 4 are present and 4 respond to the bell.
