I am trying to do this quest and I go up to the intercom and two of the choices have me state that Edward Deegan sent me, one is sarcastic, and the other asks what this place is. So obviously after stating that Edward sent for me the intercom tells me that the door is unlocked and to come in. However, once I do Deegan immediately starts shooting me, and once I have him down Cabot joins the fun. The problem is once I get one down the other "catches his breath" so to speak and gets back up. Is there something I have done wrong or missed to make this happen?

You have checked Google for answers on how the quest is supposed to proceed, yes?

I have had supposedly non-hostile NPCs acting hostile towards me out of the blue quite a few times in several places, and I usually just run away to escape their attacks and/or fast travel somewhere else, do something else, then travel back. That usually fixes the problem.
