What makes higher level npc's do more damage? Stats or guns?

Any idea if enemy damage is based off leveled stats/perks or just the guns they wield? Thinking about making an esp for myself that just increases all the weapons to do 50% more dmg on top of survival mode. But only if enemies also benefit from it and become more dangerous. Raiders suffer from being unable to hurt you at all after level 20 or so, but unsure if due to pipe guns doing very poor damage, or lack of stats that modify damage. What do you think?

I think their level is more relevant than their weapons, the same weapon in lower level hands seems to do less damage, I've had legendary enemies give me a very hard time with nothing more than SH**TY pipe weapons.

They probably have a simple multiplier on their level (hp/damage output) rather than stats. I think level rather than weapons used is the most important thing.

Yup both of you pretty much got it. I finally found the actual npc stats in FO4Edit, and it's pretty much like Skyrim. They all have stats and perks. Think all the really weak stuff like most raiders/ghouls/molerats all have 75% dmg perk modifiers making them weaker I guess. Explains why I can stand still and let raiders shoot me and my health bar barely move even on legendary.

Yes, enemy does have damage multipliers. Both positive and negative. Therefore considering gun they are wearing in terms of danger might be deceiving. Legendary raider with pipe pistol can rip you apart.

Already mods that do that. Survival nerfs player damage to 50% of normal. And ups damage npcs give you 200%. On top of that, yes weapons they are using can impact their damage. All an all its screwy system.

Also like in Skyrim they probably have NPC only perks like extra damage.
