Probably worth asking, it's not a CRT is it?

Also worth asking since I just the other day spent hours and hours trying to fit windows to my monitor which is actually an HDTV. Once I found the solution I felt so freaking dumb but...if it can happen to me it can happen to another. Have you checked your picture settings on your TV? I had to change mine to "stretch to fit" and then shake my head that I had spent so much time on something so freaking simple.

Some graphic cards have issues when trying to output to a HDTV rather than a monitor.

It seems you may have an overscan issue where the video displayed on the HDTV is zoomed in a little. Kinda like placing a wooden frame on top a painting that is larger than the frame itself.

Look in your AMD / nVidia control panel for something called overscan to adjust.

also, some older HDTV's did not do EIDE info correctly so your platform (PC, Xbox, PS4) is guessing at proper refresh rate. Old HDMI cables are known for this problem as well.

but try the easily overlooked Zoom as mentioned above!
