Anyone have a fix for this apparently common bug where the Silver Shroud radio does not give the missions?

So I obtained the Silver Shroud items and carried out the first "task" correctly, leaving my card and having it acknowledged, etc.

I then went off back into the Wasteland to do some other things. Eventually - as with so many other players - I found out that you cannot remove the Silver Shroud costume from your inventory until the whole quest has been finished (who thought that was good game design?!).

I have therefore now returned to Goodneighbour, I am wearing the gear, and have listened to each episode of the SS story on the radio. Unfortunately, there is no mission trigger occurring - the next target is not appearing in Pip-boy, and there is no mention on the radio.

I have tried exiting and re-entering Goodneighbour, both with radio on and radio off. Although I know from forums who the next target is, that individual is not present anywhere in Goodneighbour.
