it's not raiders. there's a certain unmarked location where you can find the unnamed person responsible. quite a cool little spot, missed it on my first two playthroughs but theres duct tape, frag mines and mole rats in cages being lined up as bombers.

Cool to know, I will keep my eye out for it. Have used these to kill raiders so fugured it wasnt raiders making them.

I always come across one by sattelite station Olivia, its fun to watch them go boom.
