Possibly intentionally done this way so you can't get the reward without Bobbi.

If you are on a PC, you can type these lines into the console:

~

001F4252.SetPos X 2065 [enter]

001F4252.SetAngle Z 165 [enter]

These codes will move the terminal to a location that makes it accessible. If you are not on a PC, then you will have to go 200 years into the future and physically move it yourself.
