Info: Ness is a random encounter NPC that gives you a quest to loot the crash site of Skylanes Flight 1981.

I have already looted the 1981 crash site including the master locked safe there. Is it still possible to get this quest? I'm attempting to go through all the random encounters for completion's sake. Thanks!

Additionally, if there is a a way to de-random (force) random encounters I'd be interested in a link or further info. I'm on PC with access to mods or console commands.
