I think this has to be a priority, you make a game with no real level cap you need to give more content so people have more reason to continue with their character

DLC will be added to the game in a month or two. DLC like Broken Steel will be more difficult to do due to the way the game ends.
Don't know about that, if it's anything like Skyrim's DLC we won't see anything until June/August (I didn't even realize Dawnguard came out that late :/ )

People currently complain about the lack of a cap in Fallout 4.
If you are bored and do not want to simply wander the wasteland (assuming you completed all the side quests), then put down the game to play something else. When a DLC is released, then come back to FO4.
