When, in the history of the known universe, has a jetpack ever been bad? Ahh you got me a jetpack? I really wanted a pony.

That's not role-playing! It's also possible to open up the console and type in add the best weapons of the game with IDs found in online wiki, they'll magically appear too!

The leg upgrade to increase action point refresh speed while moving: does that help jet pack some way??

Nope. The jetpack follows its own algorithm. The perk for ground-based movement only affects the "sprint" key.

Fortifying ap with food and drugs can get you 300+ ap. Slowdown from jet increases your distance as well. Ultrajet works the best.

The jet pack is about the most disappointing equipment in the history of gaming. The video I saw prior to scrambling to get it made it seem that you could go anywhere with it. Yeah. Basically, you can fly to the top of a small house, wee.
