Can't buy DLC?

The Store keeps on saying "bundle only," and I really want the DLC. Can anybody tell me how to get it?

I think that means that you have to have the game of the year edition of Fallout 3 or it's just a problem with the store.

It was the code that came with 4, and I know it was available before.
