Institute stopped exploring implants when they focused on synths, BOS would be anti implant due to their beliefs.

Snowglobes had no function, other than providing some caps (via the quest; http://fallout.wikia.com/wiki/Useless_Baubles_or_Fancy_Trinkets%3F) and being collectibles, while the implants would boost your attributes. So implants replaced the Bobbleheads in terms of function.
If they did have them, they'd have to come up with some new things for them to do. Because, with the Perk system allowing perking your stats up to 10, having "+stat" implants would be kind of silly.
They've employed cyborgs in the past, so I doubt that they're completely against such enhancements.

Huh, I just realized one of the only implants you actually get in Fallout 3 is from completing the Replicated Man siding with Zimmer - he'll give you an implant that ups your VATS accuracy by 10%. He must have missed the memo that the Institute doesn't deal in cybernetics any more... or more likely, he's been around since before the current Director canned that project, and just doesn't care because he's evil.
btw A3-21 was toootally a Courser.
Why does Armitage, a model Zimmer notes is inferior to A3-21 get a name? I can't think think of any other Synth within the Institute that has a name.
I would count the Cyborg perk as implants, at least in universe.
As for Zimmer handing out implants, I wouldn't say he's doing it because he's evil. He just disagrees with the Director's decree about transhumanism. I doubt he'd leave the Capital Wasteland maniacally laughing because he's helped make a new cyborg who is going to murder everyone now because that's what happens when you become a cyborg. It's actually a nice reward. You gave him the most valuable thing you possibly could, and in return he gives you the most valuable thing he possibly can.
It's not the tech. It's who it's given to.

Funny observation about Armitage. Maybe while Zimmer was en route to the Capital Wasteland, he didn't want everyone knowing he was traveling with a synth and gave him an alias. By the time he's in Rivet City, he doesn't much care about telling you.
bobbleheads are like quests basically, especially if you make it a job to get a lot of em early on, like the endurance or agility bobblehead, early in the game its tough to get those,, it takes a lot of ammo and battling so i think its much more fun tracking down bobbleheads and takes some degree of work instead of just paying for an implant.
