Preston Garvey is unrecruitable as a companion

It seems that on my second character I have encountered the bug where Preston Garvey can't be recruited as a companion when Taking Independence is done (I believe that's the quest related to it?). He still gives me settlement quests and I still can turn in quests, but I can't interact with him on any other level, not even to trade. This isn't so annoying since, on this character, I will be siding primarily with the BoS, but it is a bit jarring to see a glitch/bug popping up in an otherwise spotless experience.

Note: I have the game on PS4, so I cannot mod myself out of this situation.

Any advice? I did Taking Independence quite a long while ago, now, so it would be counter-productive to the rest of the game if I reloaded a save from that time frame.

That's from wiki:

If you dismiss Preston as a follower after he makes the quest available, you will not be able to recruit him again until taking the castle.

When you try to talk to him, he will ask if you are ready to take the castle and will not offer the option for him to follow you.

Actually i just got that quest on my Fallout 4 play-through. I will start it if i get there...but that will take a while as some roads and buildings are full of bandits. lol

I had completed that quest a long time ago, however. Even completed Old Guns. And he still isn't recruitable, or even able to trade. Just does the generic "greeting" dialogues.

Hmm, I can try to recruit him after i finish that quest, and see if it works. I report back....if I'm ready.
