DLC- lets go to prison

Set in Philly where Slavers took up residence in a prison(Eastern State Penitentiary) and turned it into one of the largest slave trading hubs after the events of The Pitt, where some of the few remaining slavers of the Pitt fled to Philly. the slavers expanded quickly because of a false rumor spread about a safe haven from the monsters outside bringing all kinds of people into the city/prison. the slavers got most of their weapons from the prison armory and as the people came into the city they where captured and first set up to fight one another for the entertainment of the slavers and the winners are offered to join the ranks of the slavers and the losers (if not killed in the arena) are thrown with the slaves, recruiting the strong enslaving the weak and killing anyone who tried to revolt. slavers keeping the slaves weak by working them long hours and feeding them near nothing but with such growth so quickly the slaves have tried to revolt each time failing and suffering great losses from the heavily armed slavers. but during one of the latest riots few slaves escaped and became rebels trying to free the slaves and attacking slaver parties and traders affiliated with them. they have an established trade route and trade slaves for supplies not made in the prison itself. they are fighting against the rebels who attack and try to free slaves.



The Slavers: originals from the Pitt trained upcoming slavers how to handle slaves, they are now running the prison with slaves working in the fields on crops and making ammo and weapon parts in the warehouses. getting weapons from the armory in the prison.



The Slaves: starving, weak, demoralized, basically owned by slavers



The Rebels: former slaves and people trying to help the cause they fight against the slavers and try to free the slaves, finding a small stockpile of weapons and ammo from a Chinese cache hidden in a bunker from pre-war which is converted into their HQ




the player is captured by slavers who have heard of an untapped market of 'mutts' (slavers call the slaves that to dehumanize them and keep their moral low), in the commonwealth. they set up shop by first building a fake settlement with calling people via radio to come with food and water and protection and as people go they get captured and sent off in a boat to Philly. the player can start the quest by either hearing the radio transmission, hearing it from a NPC or getting told from Preston Garvey on a new settlement that they wanted to join the minutemen. so the player strolls over to the location (yet to be determined) enters the settlement (still thinking of names but something like free-haven sounds good) speaks with some of the slavers posing as settlers and is ambushed by slavers who knock the player out take his gear except some slave rags and thrown onto the boat with some slaves and a few synths.



2-3 weeks later?



you arrive and are put through the arena to break the spirits of the 'fresh pups' by putting them against other arena vets who fight to stay out of the working fields. the player fights and if looses (10-20% health left) stops the fight and is thrown into the slave pens to be put to work later but if wins (leaving the enemy with 10-20% health left or killing them) they are given the option to fight again another day as an arena fighter.


-if lost in the arena the player is sent to a slave pan and assigned to work in either the fields or the workshops making ammo, once assigned they are paired with an undercover rebel posing as a slave and is unofficially recruited into the ranks of the rebellion where he will explain his plan to supply the rebels with ammo and weapons and get explosives onto the walls of the prison to blow open a hole large enough to mount a large scale attack and that he needs your help to get to the other undercover rebels in the fighter area, so he stages makes a plan to stage a fight where the player wins and is given another chance in the arena and wins because the opponent is an undercover rebel and gets knocked out early. after becoming a better fighter the slavers speak higher of you the more fights you win and let you travel throughout the prison with little notice.



after passing the arena the player is greeted by one of the undercover fighters and is briefed on what is the plan. the plan is to take the smuggled weapons and ammo and give it to the rebels (how they give it to them yet to be determined) and get some homemade bombs from the rebels and plant them on points of the prison wall to make a hole big enough for a full scale attack. but as they send you on small misc quests to get weapons and hide them in places or steal things from the medical bay for sick slaves and fighting in the arena enough times the leaders eventually ask to meet you and offer to join them as a slaver where you can be treated equal to the slavers and paid to fight if you choose.



at this point the player can choose to join the slavers and tell them of all the under-covers and the rebels plan of attack or refuse and stick with the rebels but be harassed by the slavers more often. and is much more restricted on where they can go.



Siding with the slavers: the player revels the plans and undercover rebels and is given a set of slaver armor and a weapon and is then asked to point out the undercover rebels with a group of 4 men and execute each one. afterwards is congratulated and given a better armor and asked to find the hidden supply cache of stolen weapons and ammo for the rebels then after that is asked to go on a slave run to capture some runaway slaves with a group of slavers and is ambushed by rebels and fights them off capturing the slave and returning them to the prison then they ask you to be a caravan guard to transport some slaves to an encampment to the north and defends them throughout the journey and when trading with some people who seemed like they wanted to buy a slave you are ambushed by the rebels acting as buyers and fight them off to learn that the slave you where about to trade was one of their leaders so you bring her back to the prison, interrogate her and find out where the secret rebel HQ bunker is kill her and get ready for the attack on the rebel base, but you guys are attacked by rebels who try to storm through the gate posing as traders and are taken out, you then are given heavy slaver armor and weapons and whatnot and sent to meet with a slaver attack squad to raid the base where you then plan your means of attack and execute it. destroying the base armory medical area and main HQ and taking as much loot as possible. returning to the prison you are congratulated and rewarded and given title as a new leader of the prison and is free to come and go as pleased. and is also given a piece of the profits and unique stuff upon the return home along with some profits periodically back in the commonwealth.



Siding with the rebels: the player refuses and is sent back into the fighter area and is harassed by slavers and whatnot, hearing about the loyalty the undercover rebels trust you more and give you a shank and ask you to help them gather some more weapons and ammo and plant the bombs then they ask you to enter the armory and kill all the slavers in there with 2 other rebels while 2 other keep guard in the front once done you take whatever weapons you can and dress as guards and walk out at night. once outside of the prison the alarm sounds the the slavers realize you guys are escaping and send a small group to chase you only to be ambushed by rebels waiting for you. with the slaver group dead you go to the HQ and meet with the leaders, they give you some armor and weapons and they send you on quests to raid some slave traders to rescue some slaves and take some supplies and other quests to find some escaped slaves and bring them back before the slavers catch them. you find out the slave you rescue was one of the leaders of the rebellion and you are given better weapons and armor on the return you learn that the plan is almost ready to go all that is needed is to plant the explosives on the outside wall and attack the prison. once the wall falls the alarm sounds and the rebels charge in with you at front and the slaves take up arms with the hidden stolen weapons and ammo, you clear out the armory, medical bay, mess hall, common rooms and operation rooms then take control of the power and face the slaver leaders once all dead they congratulate you reward you and give you caps and loot periodically back in the commonwealth.



side missions:



The story of Al Cabron (play off of AL Capone) the most famous mob boss out of Chicago with references throughout the quest to other mob bosses and valentine and whatnot



Help the little girl get her teddy bear back that was thrown over the prison walls and fed to a monstrous creature



find the warden's hidden loot of stolen goods from past prison inmates



deal with the irrigation problem for the crops



establish compounds/settlements throughout the Philly area either in the slavers name or the rebels ad help defend them from monsters and opposing faction attacks



find the synths 3-5 synths scattered around the prison unknown to the slavers or rebels (expose them, help them, deactivate/reprogram them)



explore the areas and find hidden quests and raider groups and small towns and whatnot

Guns-



  • AR style assault rifles from the armory (R91?)

  • Pump action shotguns from the armory

  • some type of police style sub machine gun found in the armory (10mm sub machine guns?)

  • smoke grenades found in the armory

  • 1911 handguns (.45 pistol) found in armory

  • shock batons found in armory

  • semi-auto rifles found in armory (M1A, M1 garand, M14 or fallout equivalent)

  • AK-47 or variant of that gun used by rebels (Chinese assault rifle?) the most iconic post apocalyptic weapon ever???

  • makeshift knife on few slaves and some named slaves (basically a sharpened piece of metal wrapped in a rag for a handle)

Armor:



  • Slave Rags

  • makeshift armor from car doors on the chest and back or something (heavier pieces add larger pieces of the door with some tires on the sides to protect user more)

  • tire pieces with metal pieces for shoulder armor (heavier versions add metal protruding from the tire and more metal pieces welded onto the arm)

  • armored leather armor with metal sewed/welded/riveted into the leather(heavier more metal)

  • rebel outfit made from body armor found in police stations and scavenged from the city

  • riot power armor???
