Glitch, oversight, or working as intended.

So the handful of radiant quests you can do for the institute after completion of the main story. One is clearing ghouls raiders or the such so salvage teams can work. One time I got Jamaica plain. Quest marker is there but no ghouls as I already cleared it for a settlement. After some research it was noted that the settlers need to be wiped out to clear the quest. Ok well that svcks. Luckily I only had a few there. Killed them all. Cleared the quest. Flipped my beacon back on to repopulate.

After a few more radiants, clear ghouls from sunshine co-op comes up. I was like wtf. Now I have a problem I have that setup with max settlers, 21, and a huge farming operation going on. I'll be damned if I'm wiping out an entire settlement for this. So is this how this quest is suppose to work or was it an oversight. Seems a bit counter productive and down right dumb to do this if it was intended. Workshop settlements should be removed from this radiant.

Definitely sounds like a bug or oversight.

Both settlements start off infested and when you make them settlements, the flag isn't getting cleared to remove them from the Radiant quest rotation.
