This side quest seems to be bugged since I installed beta 1.3. It worked fine before, but now Abbot will only answer "I'm busy" when you talk to him, whether you have the quest to do so or not. Having or not having the green paint doesn't seem to affect this either. There is no way to progress the quest or remove it. Not even setstage seems to have any effect.
